This section concerns how BBC Networks are operated, developed and used to service the BBC’s broadcasting and production requirements, and supporting business functions.

 

Scope

The scope of this section covers the physical broadcast and IT networks, i.e. the electronic communications infrastructure of Broadcast Circuits and Packet (Business and Media) Network, not the BBC’s output channels. It includes policies, standards and procedures for

Networks Policies Ref 01 
The BBC Networks are a critical asset; no attachment will be allowed to adversely affect broadcasting services and business processes. 

Networks Policies Ref 02 
Capacity planning is mandatory on all networks, and must be done in consultation with the appropriate business representatives. 

Networks Policies Ref 03
All changes to, attachments to, and removals from the BBC Networks will be subject to change or configuration management where these are appropriate and be scheduled in line with user requirements - with risk management and with regard to impact on other users and services. 

Networks Policies Ref 04 
All intermediate and end systems and protocols must be wholly compliant with the approved BBC Network Standards and standards from the relevant International Standards bodies. 

Networks Policies Ref 05 
All remote access to the BBC and and intermediate systems by remote mechanisms, PCs and ancillary devices owned by or under direct control of the BBC must be to approved standards. 

Networks Policies Ref 06 
All intermediate and end systems (and applications running on intermediate and end systems) attached to the BBC's Networks must be configured efficiently and use the minimum amount of bandwidth commensurate with the application and be wholly compliant with the Network Standards. Where appropriate, they must be capable of operating on long-haul, high-delay paths. 

Networks Policies Ref 07 
All intermediate and end systems must be capable of supporting BBC configured and managed, standards-based configuration protocols (such as DHCP, Autoproxies etc), and standards-based naming systems (e.g. DNS, LDAP etc). 

Networks Policies Ref 08 
Intermediate and end systems not subject to change management, to be attached to the BBC Networks must be tested in an approved way as detailed in the Development Standards before live implementation, to confirm correct operation, performance, stability, and manageability, and must have an assessment carried out of its impact on the rest of the network. 

Networks Policies Ref 09 
Approved applications on the networks must perform to a specification (response time and availability) agreed with relevant users and documented in the appropriate SLA, and be monitored to measure performance against this specification. 

Networks Policies Ref 10 
Where appropriate, everything attached to the BBC Networks will have appropriate, approved and updated virus protection. 

Networks Policies Ref 11 
All network objects, (servers, workstations, logon-id’s etc) should adhere to BBC network object naming standards. 

Networks Policies Ref 12 
Intermediate and end systems must only be configured to approved standards.

All equipment attached to the BBC Networks must be installed only by approved personnel. See Change and Configuration Management

Networks Policies Ref 14 
The BBC’s Networks must be capable of being remotely monitored using appropriate standards. 

Networks Policies Ref 15 
The BBC Network must only be used for approved and authorised functionality and data transfer.

The use of proxy for the remote control of workstations is subject to information security policies.

Networks Policies Ref 18 
Activity on the network will be monitored to ensure continual availability.

Networks Policies Ref 19
End and intermediate systems that are attached to the BBC Networks that will increase the amount of traffic must have an assessment carried out of their impact on the rest of the network.

The following is a list of key policies from other related areas of DQ. It is not exhaustive as it will depend on the nature of the project / activity as to what other policies will apply. The main Delivering Quality policies always apply. The following is a list of useful, related policies from other areas of DQ.


Equipment Ref 01 
Equipment attached to the BBC Networks must be fit for purpose and cost effective.

Equipment Ref 02 
Equipment attached to the BBC Networks must be from approved suppliers.

Equipment Ref 03 
Equipment attached to the BBC Networks must meet the relevant approved specifications, including BBC Health and Safety requirements. 

Equipment Ref 04 
Equipment attached to the BBC Networks must be either owned by the BBC or covered by an approved legal agreement with the specific 3rd party. See also Networks and Third Parties sections. 

Equipment Ref 05 
Equipment attached to the BBC Networks must have a unique ID and a registered BBC contact. 

Equipment Ref 10 
Equipment added to the BBC Networks which can enable a link outside must only be linked after approval for third party access. 

Third Party and Business Partners Policies Ref 01 
All 3rd party suppliers of software and hardware wishing to communicate with machines or applications inside the BBC must do so via Network Management Centre.

The BBC will decide whether and on what terms to allow access to business partners. 

Third Party and Business Partners Policies Ref 03 
All third party access to the BBC Networks must be approved and monitored, and their continued attachment reviewed on a regular basis.
