The BBC maintains polices and standards to provide a pragmatic framework that will enable resilient change and configuration management procedures to be established within the BBC and relevant suppliers.
The Change and Configuration Policy covers changes to live Services and is applicable both to users within the Services and projects delivering new / changed elements into the live environment.
All of the following are subject to Change Management, and any exceptions will need to be approved. As this is about managing risks, part of the decision process will be "what are the risks of NOT having change management".
Radio and Television Schedules are outside the scope. However, it should be noted that the systems that support the production of these schedules are within scope.

Change Management Policy Ref 01 BBC Divisional Directors will be responsible for compliance within their Division.
Change Management Policy Ref 02 All Change Management processes must contain the minimum, mandatory requirements as detailed in the Process Requirements section.
Change Management Policy Ref 03 All Configuration Management processes & systems commissioned from February 2003 must contain the minimum, mandatory requirements as detailed in the Process Requirements section.
Change Management Policy Ref 04 All existing Configuration Management processes are expected to meet the mandatory requirements by end of 2005. Where this is not feasible, alternative plans must be agreed with your relevant Head of Technology, in collaboration with Broadcast Continuity (detailed in Exceptions and Mandatory Referrals).
Change Management Policy Ref 05 As a minimum, all suppliers of Services to the BBC must comply with this Change and Configuration Management policy at the point of delivery. For any Service upon which the continuity of the BBC's business is reliant, or for activities that will have an impact on business continuity, the Change and Configuration Management policy will apply at all times, not just at the point of delivery. The following is a list of useful, related policies from other areas of DQ.
The main Delivering Quality policies always apply.
Project Policies Ref 01 At inception all projects must be registered within a business strategy programme, identifying interdependencies and potential or actual overlaps, including resources and assets.
Project Policies Ref 02 All projects must commence with an Initial Project Assessment which defines and agrees the minimum procedures and standards appropriate to the project in hand which must be adhered to.
Project Policies Ref 03 All external and internal suppliers must adhere to the processes and standards within Delivering Quality when engaged on BBC projects.
Project Policies Ref 04 All projects will be broken down to achieve substantive milestones towards the deliverables at least every six months.
Project Policies Ref 05 All programmes, and the projects within the programme, will be regularly reviewed by the business to ensure continuing agreement with the business objectives.
Project Policies Ref 06 Post implementation reviews will be completed on all projects within six months of delivering benefit.
Project Policies Ref 07 All projects must use an approved project methodology.
Project Policies Ref 08 Refer to the Director of Policy plans to use the brand for marketing any delivered product
Project Policies Ref 09 Refer to the Director of Policy all potential fair trading issues
Project Policies Ref 10 At the point of delivery, all projects must ensure their deliverables are implemented within the live environment using the appropriate change control procedures and in accordance with the BBC’s Change and Configuration Management Policy.
