BBC TV Compliance Form
A guide to opening the Microsoft Word template and completing and submitting the compliance form together with useful advice .

These should be read in conjunction with the Compliance Form Guidance Notes .

Getting Started

  • You can download the Microsoft Word template from the link in the right-hand navigation bar. First save the file locally.
  • This form has been revised April 2008. Please ensure you remove any old versions of the compliance form if stored on any local drives and replace it with this version (Version 3) which must be used from now on . NB this form includes an ‘Export Data’ button at the bottom which is for BBC use only and allows instant up-loading of data into the BBC Compliance Manager database).
  • Producers without access to Microsoft Word can receive a fax copy of the form to complete and return by contacting (020) 8225 9164.


  • Opening the Microsoft Word Form
    If you have the security settings for Macros in Microsoft Word set to “High” you will not be able to complete the Compliance form. This document will help you to check and change your Macro security settings.

    Open Word and go to the “Tools” menu, select “Macro” and then “Security”. These screens are from Word XP but Word 2000 is very similar.

    That will give you the following screen. “Medium” should be selected. If you cannot change this setting you will need to ask your IT department to do it for you.

    With "Medium" security set the following dialog box will appear when you open the Compliance form. Click on "Enable Macros" to use the form.

    Completing a New Form

    Programme information
    Fill in the programme information at the top of the form. The form cannot be saved without a minimum of Programme Title, Programme ID and Pre-watershed being completed.

    On the right of the form under the heading "Compliance questions" there are a series of 'tick' boxes.

    You must answer every question.

    Wherever you answer 'YES' to a compliance question, you should clarify and give detail in the NOTES section. Please give time-codes where possible for the first instance and frequency of issues that require content information announcements e.g. offensive language or violence.

    Advice/Approvals/Referrals

    You must indicate whether there are any issues which require mandatory referral to the BBC’s Controller of Editorial Policy; click on the “Help” button at the beginning of the section on Advice / Approvals / Referrals to view the list of these mandatory referrals. If none applies, click “No”. If one or more does apply, click “Yes” and insert the issue number(s) from the list and any notes in the box.

    Any referrals to Controller, Editorial Policy must be through your BBC Executive Producer who will be able to advise you in detail on the full referrals process.

    Updated If you have taken additional advice or sought approval for aspects of the programme from other departments or individuals at the BBC, e.g. advisers in Editorial Policy, the Commissioning Department Head or the Channel Controller, briefly summarise the issue in the relevant section. If you have consulted Programme Legal Advice, indicate the subject of the legal issue (e.g. contempt, privacy etc) but do not detail the advice given.

    There is no additional requirement to seek advice or approval above that already detailed in the BBC Editorial Guidelines . However, if you have any doubts on any issue you should consult your Commissioning Editor for advice.

    Submitting the Form
    When you have completed the form please email it to the appropriate delivery team.

    What you are taking responsibility for
    When you submit the form you are taking responsibility for the programme being compliant with BBC Editorial Guidelines. It is therefore essential that the programme’s Executive Producer completes the form after viewing the final edit.

    Once the form has been submitted it will be valid for one month from the first transmission, i.e. it will cover all transmissions within that period, unless you decide or are advised otherwise (e.g. if a news event raises a question as to the suitability of a scheduled repeat.)

  • If you need specific editorial advice you should contact the Duty Adviser in Editorial Policy on (020) 8225 5664.
    In cases where a serious issue of editorial judgment is concerned (e.g. use of very offensive language or surreptitious recording), this should not replace your usual editorial referral procedures.
